[Libtorrent-devel] rTorrent 0.4.5 seeding speed problem

I'm seeding a large torrent, and maximizing my upload bandwidth
up to my upload throttle setting (95), which is fairly close to
my max observed unthrottled speed.

But if I add more torrents (where my rtorrent is a "leech") my
overall upload speed goes DOWN, drastically down. It is not that
the one torrent that I was seeding has a drop in speed (that is
to be expected), but that my overall upload speed goes WAY DOWN.

If I stop the new torrents, the seeding speed goes back up to
the throttle setting, and starting them consistently drops it,
usually to somewhere in the 60-something range. An example
status line when it is seeding slowly is provided:

[Throttle 95/125 KB] [Rate 65.9/125.3 KB] [Listen :56920] [U 28/29] [S 1/182/10583] [F 107/256]

This is not behavior I ever saw with any previous version of
rtorrent, and it is also undesirable. I don't know what the "U"
part of the status line is; global upload slots? Can I raise
that somehow? Without stopping/restarting?
