| rtorrent/src/ui/root.cc, function Root::set_up_throttle sets the global
| upload slots based on throttle. I haven't yet added any way to change this
| rate, so you'll need to modify the source to test.
Actually I can add more upload slots by just raising the
throttle (or setting it to 0), as I'm seeding at much slower
than the throttle speed anyway. Doesn't seem to matter; I could
still raise my global seeding speed by lowering the number of
torrents I'm seeding to one or two, and lower the global seeding
speed again by adding more torrents that are still downloading.
I also tried rebooting my dsl modem/device in case it was
unhappy.
Freaky. Anyway, I don't have a single torrent with enough
clients to saturate my upload anymore, so I can't see this
behavior at will now.
