I can confirm this too.

I just made a test torrent with 6 ~50 MB files in 155 2MB chunks, seeded by 
rtorrent 0.8.3.  I added the torrent with "Enter" to an rtorrent 0.8.3 
instance on another computer, so it remained inactive.

Then I went into the file list, pressed "*" to set all files to off, then 
enabled file 4, which has chunks 77 - 102, and I started the torrent.  The 
first piece that was requested according to the peer info screen was number 
72, in other words outside the desired range.  Thereafter, it requested 
consecutive pieces so by the time the first "desired" piece was requested, 5 
other chunks had already been downloaded completely.

When the download was finished, file3 had been completed to 18% (which is 5 
chunks).
