I don't know why but i know they show as peers after i have nothing
left to download.  

i just tcpdump'd it and there are 4 packets per peer every 2 minutes
or so; perhaps this is different depending on the tracker or torrent.

for each single peer this is just noise but with the default of
trying to connect to 40 peers minimum it can add up.

it also uses a marginal amount of memory & CPU.
