In my experience rtorrent often reports tracker errors with that message.
I've tried to download the torrent using the dump_tracker option and below is 
the tracker response that rtorrent recieves.

It's no suprise rtorrent chokes on a 404.
Why rtorrent recieves a 404 I do not know.
