I recall this being broken at some stage and opted to do this with
cron using screen to send commands to rtorrent:
2 0 * * * /usr/bin/screen -S torrent -X eval 'stuff
^Xdownload_rate=0^M' 'stuff ^Xupload_rate=15^M'
58 11 * * * /usr/bin/screen -S torrent -X eval 'stuff
^Xdownload_rate=1^M' 'stuff ^Xupload_rate=8^M'
I change u/l and d/l speeds prior to midday and after midnight.
