[Libtorrent-devel] can a tracker operator easily tell if a client's dht is working?

It can tell if it's enabled or disabled only by opening a peer
connection (which many trackers do anyway to detect firewalled
peers). It can tell if it's working by sending a DHT query. But since
many peers are behind firewalls, this isn't too reliable. If it gets
a reply it's working, but if it doesn't get one it might either be
disabled or firewalled.

Also if it's a private torrent, DHT is ALWAYS disabled for it in
rtorrent, so in that case it can't tell whether DHT is otherwise
enabled for public torrents.
