[Libtorrent-devel] download only if ratio is above 1

The torrent system doesn't work like that. There is nothing in the  
protocol that enables it to know how much you have previously  
downloaded on that tracker.

What you can do is make rtorrent seed each torrent until it has  
reached 1:1.
