I don't think such a tool exists yet. In any case it would have to be
done via xmlrpc, because when simply dropping the .torrent into a
watch directory (as most rss downloaders do) there is no way to set
file priorities.
So the tool would have to download the .torrent, and submit it to
rtorrent via xmlrpc. When it is loaded, it would have to set the file
priorities and then start the download.
It isn't hard to script something like this, but as far as I can tell
nobody has written anything with this feature yet.
