I haven't actually had one go off yet, but from the information on the 
website, this might be what you need:

ratio.enable=
ratio.min.set=400
ratio.max.set=0
ratio.upload.set=0
system.method.set = group.seeding.ratio.command, d.close=

I don't know how often the scheduler checks for it, though.
