[Libtorrent-devel] Reload config without restart rtorrent

Hi,

correct me if I'm wrong, but I think a restart is actually a rather
neat solution. Expected you're fast enough, the other peers won't
notice your disconnect/reconnect and you keep your queue priorities.
So your down speed will rapidly increase again as the other peers
start sending your queued packets.
