[Libtorrent-devel] channels no longer initiated on startup

i've been using rtorrent & ruTorrent for a while now, but recently i
updated the server to ubuntu 10.04 lts.  since then, rtorrent doesn't
seem to initiate the channels (speed limits) i specified with rutorrent.

in my ~/.rtorrent.rc file i have a line:

execute = {sh,-c,/usr/bin/php /var/www/rutorrent/php/initplugins.php scar &}

which was taking care of the task.  but now i have to load rutorrent and
reassign the channels to the torrents (even though they are already
assigned) before the speed is respected.

i have an older version (0.8.6/0.12.6) that i compiled from svn but i am
reluctant to go through upgrading since it's been so long i don't really
remember what to do.  getting the current install to work is preferred.
